Preparation of a Learning Package for Problem Solving

The Need

The Asian Development Bank’s Accountability Mechanism (AM) exists to give people adversely affected by ADB- assisted projects a forum for airing grievances as a result of project operations, and seeking appropriate redress. The Mechanism consists of two functions: Problem Solving under the Office of the Special Project Facilitator (OSPF) and Compliance Review managed under the Office of the Compliance Review Panel (OCRP).

OSPF planned to prepare a step-by-step guide for problem-solving to enhance the capacity of ADB operations staff and stakeholders in problem-solving. Specifically, the guide will standardize and contextualize the approach and tools that address problems in ADB projects.

Intervention

ASSIST worked with the OSPF team to design this as a problem-solving guidebook with tips, suggested interventions for dealing with conflicts and problem-solving. The intervention was aimed to mitigate risks by pre-empting the need for problems to be brought to the OSPF.
The guide was planned as a capacity-building tool and therefore was aimed to be built with instructions for trainers.

Our Output/Impact

ASSIST produced an interactive problem-solving guidebook that was built on a uniquely branded approach called ‘R-E-S-O-L-V-E’ and was interspersed with practical tips, case studies, a reference to tools and techniques that can be used by the learners in their real-life project scenarios. Also, a series of pilot tests were conducted to improve the materials followed by support to roll out the content in several Developing Member Countries.
